Description

Ubuntu Policy Manual should be published through Project docs (content owned by Tech Board), while the ubuntu-policy package (https://launchpad.net/ubuntu/+source/ubuntu-policy/) should be sunset.

As per Robie, it's sufficient to publish the Ubuntu delta of the Policy:

I think it's important to make sure that the Ubuntu-specific parts are preserved, with history, but I think it's fine to move it over to ubuntu-project-docs provided it's TB-gated, as you suggest.

Identify the Ubuntu specific Policy changes from the ubuntu policy package source, move them to the ubuntu project docs repository following the existing documentation structure, and then prepare the sunset process including updating Launchpad metadata and removing the package. Coordinate with the Tech Board for approval.
