Research direction

Start by tracing how official Stream contracts are created and how data providers currently drop them; the issue does not name files, tests, or entry points. Clarify the intended locking rules and lifecycle with maintainers, then define done as preventing removal of an official contract while preserving valid behavior for contracts that are not official.

Description

this is not a blocker for our operations, but data providers sholdn't be able to drop a contract once it's an official stream.

This would work if Kwil enables us to lock these contracts at some point
