Description

Seems like we should at least support rethrows for things like ??, if not for our monadic operators. We should investigate this.

Investigate the usage of the `??` operator and monadic operators (e.g., `>>=`, `>>`) in the Argo codebase, likely in files such as 'Argo/Operators.swift' and 'Argo/Decode.swift'. Determine which functions can benefit from the `rethrows` keyword to allow throwing closures to propagate errors. Implement the changes and ensure backward compatibility with existing non throwing usage. Test that both throwing and non throwing closures work correctly.
