Cloud Ops API doesn't allow for getting api keys by account owner
Getting API keys should be easily done with an owner filter, since an automation of infrastructure is to iterate through API Keys for their owners to refresh them at intervals, this would help cut down on pagination requirements.

provide a request that allows for API Key lookup by Account Role
