Boto needs to be upgraded, this is probably slugbuilder and/or slugrunner

I actually thought everything that had to do with S3 was shunted through https://github.com/teamhephy/s3-uploader (which appears to be current) but it was reported that builder also is affected by issues with us-east-2

Investigate how builder interacts with S3. Check if builder uses Boto directly or through slugbuilder/slugrunner. Look for S3 configuration for us east 2 region. Upgrade Boto to support new region endpoints.
