Issue Description:

swiftpm should have a feature where we automatically enable and extract the per-function time data from the compiler, then aggregate it and report it.

This could be invaluable for people who are having performance issues with large Swift projects.

Research direction
This is an old feature request with no detailed implementation plan. The issue suggests integrating Swift compiler's per function time data into swiftpm. To proceed, investigate how the compiler emits profiling data (e.g., via profile generate flags) and how to aggregate it. The swiftpm source code should be examined for current build system integration points. See issue #5323 and related comments for any prior discussion.
