Research direction
Investigate how to install SpatiaLite on Heroku, perhaps via a custom buildpack or apt get. Look at the existing publish heroku code in datasette/publish/heroku.py. Review linked issue #243 for additional context. After implementation, test the spatialite option to ensure SpatiaLite is properly configured.
