Description

Quite a lot of functions in clippy_utils lack documentation. Ideally, the missing_docs lint should be enabled on this crate, except for selected entities such as the static path definitions in the paths module (which might be moved into a submodule).

Note: we are not looking for LLM generated verbose documentation.

Research direction
The clippy utils crate under clippy/ contains many pub functions without documentation. The goal is to enable the missing docs lint and add docs to all pub functions, except for the paths module's static definitions. Currently assigned to someone, so a newcomer should look for other unassigned documentation issues. The approach involves adding doc comments following existing patterns in the crate.
