Description

Claude Code supports local directory-specific hooks (set in e.g. ~/repo/.claude/{settings.json, hooks/}) but rtk doesn't support this. Even running something like rtk init --hook-only returns a warning Warning: --hook-only only makes sense with --global, and I'd disagree with the "only makes sense" part.
