r2 can do that in visual mode with Vdm. Right-click show man page on a "call" instruction should show man page for given call:

Research direction
Investigate how rizin's visual mode shows man pages for imports via the 'Vdm' command. Look at Cutter's existing integration with rizin commands and how right click context menus are implemented in the disassembly view.
