Actual:
ref is a part of RefTypeSyntax of IncompleteMemberSyntax while StructDeclarationSyntax starts from a public token. The error is 'Type expected' on public token

Actual:
partial is its own IncompleteMemberSyntax. The error is on ref keyword saying about its misplacement instead
