Good First Issue[Block] Cover[Status] In Progress[Type] Enhancement

Description

At the moment it is possible to set an image background on a cover block to be 'Fixed' - so the image remains in place while the content scrolls over the top.

It would be really great to be able to do the same thing with the Video background option as well.
