[wasb/wasbs/abfs/abfss] Support for Azure blob file system

Problem description

When trying to run the below code:

smart_open.open("wasb://someContainer/test.csv", transport_params={...}) or smart_open.open("wasbs://someContainer/test.csv", transport_params={...})
