Expose instance CPU platform attribute in instance create form and details page

Description
With oxidecomputer/omicron#8728 landed in R17 and the remaining work landing in R18, we'll want to expose CPU platform as an option in the console.
This may depend on oxidecomputer/omicron#9078 and https://github.com/oxidecomputer/omicron/issues/9079.
