Description

On NeoFS Storage node set up, the administrator needs to set the LOCODE for the node in configuration file. Now there is no easy way to find nearest LOCODE known to NeoFS InnerRing.

We need to add and option to neofs-cli, providing a list of nearest LOCODEs by taking an IP address from the command line arguments, finding the location via some public GeoIP DB and then finding the best matching LOCODE.
