Research direction

Start by reading the original intention in nodejs/admin issue 1045 and the discussion here, including the TSC mention. Confirm the proposed Rust GitHub team's scope, crate ownership responsibilities, and leadership before creating or documenting the team; done means the organization has an agreed team with those responsibilities.

Description

Referencing the original intention in https://github.com/nodejs/admin/issues/1045, I propose we add a rust Github team that handles Rust crate ownership in the Node.js organization. I'm happy to lead the effort.
