Remove --unsafe-perms from npm install commands in Dockerfiles

Description

#33 274.1 npm warn config only Use `--omit=dev` to omit dev dependencies from the install.
#33 276.5 npm warn Unknown cli config "--unsafe-perm". This will stop working in the next major version of npm.
