Research direction

Start by locating the NcActions component and reviewing how its existing open and close events are emitted. Use the EnvelopeSkeleton.vue reference to understand the hover-driven use case; done means opening and closing are available immediately before the corresponding popover transitions.

Description

It would be useful to have, other than open and close events, also opening and closing, to be triggered just before actual opening and closing of the popover.

Use case: in Mail, NcActions is used within an element displayed on hover. When the menu is going to be closed, and the element is no longer hovered (as the user moved to the menu), the menu flies up and down the screen as it has no longer a reference anchor in the DOM. Having some hint about the imminent closure of the menu may help in setting proper display state for all involved elements.
