Description

This issue has been migrated from mozilla/webmaker-android#1743.

It was originally written by flukeout on Sun May 10 2015 and had the following description:

If you two-finger pan the map (move two fingers together) the map pans, but if you do the same to an element in the Page Editor, it doesn't move.
