Description

This issue has been migrated from mozilla/webmaker-android#2001.

It was originally written by secretrobotron on Mon May 25 2015 and had the following description:

If you tap an element with some motion, the element will move.

Very short taps shouldn't move elements, since the user is probably just trying to select it, not move it (yet).

Investigate touch event handling for drag vs tap. Look at the onTouchStart, onTouchMove, onTouchEnd handlers to see how they differentiate between a tap and a drag. Add a threshold for movement distance to trigger drag only if the touch moves beyond a certain pixel count.
