Investigate the UIScrollView or WKWebView rubberbanding implementation for iOS. Check if there's a custom scroll view or if the scroll content insets are set correctly. Look at the bottom of the page to see if the scroll view's content size is larger than the frame, and trace why the rubberbanding effect is not triggered.
