The error message missing stating Powershell Deployment scripts are missing. Even when added to each project folder ?

Steps to reproduce

clone the repo and try and deploy the solution

Expected behavior

ARM template deploys with no PowerShell error

Actual behavior

ARM template fails due to the raised issue
