CSS Bracket colorization error when } is inside of url

Description

      .special-chars {
        content: "semicolon ; and brace }";
        background: url('image;file}.png');
        --custom: calc(100% - 20px);
      }

this css is displayed wrong in vscode (the } inside of url closes the rule bracket)

see:

Image see the bracket behind file is yellow
