Sub-issue of #1345 (Microsoft OSS release checklist).
Partially addressed by #1343 — adds the NOTICE + generator, but does not fully close this item (see 2b CELA below).
Checklist item 2 — Third-party Open Source / NOTICE — PR #1343 open, pending merge
No vendored third-party source; all OSS via package managers. NOTICE generated tools-only (generate-license-file + cargo-about, no AI-authored text) with a reproducible generator (pnpm notice). 810 attributions (546 npm name@version + 264 cargo crates; 508 unique npm names), all permissive, no copyleft obligations.
