Profiles to consider and can be implemented (in the vscode rig and/or local) when we need them:
- web-extension-webpack: these can run in places such as github.dev / vscode.dev https://code.visualstudio.com/api/extension-guides/web-extensions
- node-extension-webpack: these run on vscode native instances. this is the current implementation
- node-extension: also run on vscode native instances but aren't webpack'd

heft-vscode-extension-rigexcept it inherits fromlocal-node-rigwhich contains more strict and opinionated settings for local rushstack projects. -
Also create a web and node profile for the extensions to support the above reference
