Visual Studio 2019 msQUIC 2.6.0

The VS project treats warnings as errors, and there are a few warnings that will prevent complete build unless disabled by /wd

Steps taken to reproduce bug

Using Cmake Just change QUIC_TLS_LIB to either openssl or quictls

Expected behavior

It should build rather than stopping on warning
