How to Reproduce
  1. run modernize from powershell
  2. pick assess
  3. do some checkings in the security part
  4. pick the correct folder.
  5. make it run locally not cloud agents
  6. run the assessment
  7. right away it fails within seconds with this error: ERROR: Pre-assessment failed: Report file is not generated. WARNING: Repo moc: assessment failed (exit 99).
Expected behavior

this is only failed with one application this application is written in .net framework 4.5: ERROR: Pre-assessment failed: Report file is not generated. WARNING: Repo moc: assessment failed (exit 99).
