Please add chown(1), chgrp(1) to microsoft coreutils.

Windows NT DOES support owner and owner_group for files, and it is used by various filesystems like NTFS, Windows NFSv3, ms-nfs41-client, Exceed/OpenText NFS, OpenZFS, BTRFS etc.
icacls also has a /takeown option

The relevant Windows APIs are
https://learn.microsoft.com/en-us/windows/win32/secauthz/security-information section "OWNER_SECURITY_INFORMATION" (user identify) and "GROUP_SECURITY_INFORMATION" (group identity).
