Steps to reproduce

When disabling a single fallback command all commands are disabled.

  1. Open Command palette Settings.
  2. Goto Powertoys Extension.
  3. Disable any Extension.
  4. Go back.
  5. Goto Powertoys Extension again.

✔️ Expected Behavior

Only the disabled extension is disabled

❌ Actual Behavior

All extensions are disabled.
