Description of the new feature / enhancement

When Bookmarks extension reloads, it also reloads favicons for web sites. Might be a problem, if the user is offline... (and icons won't be refreshed when the internet connection is available again).

Booking this as a follow-up after #41705 is fixed and merged.

Research direction
The issue is a follow up to #41705. Investigate the current icon loading mechanism in the Bookmarks extension (likely in the PowerToys codebase). Propose a caching strategy that persists favicons offline and refreshes them when online. Look at similar caching patterns in other PowerToys components or .NET caching APIs.
