Description of the new feature / enhancement

As the most diacriticated language currently in use, it would be useful to add Vietnamese support in Quick Accents. May also address this misfiled issue #22347

Scenario when this would be used?

As it would be used with any other of the supported languages, when typing on a pc with unsupported keyboard mapping.
