Description of the new feature / enhancement

In Screen Rule, have the ability to switch on "always on". Measurements will be able to be captured while you interact with your content.

Scenario when this would be used?

I work with a lot of documents/images. To get perfect symmetry at present I have to turn on the ruler, measure, turn off, adjust image, turn on ruler, measure, repeat etc.

If the ruler was giving measurements (Vertical/Horizontal) continuously, it would be a brilliant tool.
