Description of the new feature / enhancement

AVIF is the highest efficiency image compression standard being adopted now based on AV1 and its open, chromium based browsers already support it, would be great if it was added to Image Resizer.

Scenario when this would be used?

Most efficient way to save space/bandwidth, compression is beyond both jpg and hiec/hevc.

Investigate adding AVIF support via Windows Imaging Component (WIC) or by integrating the libavif library. Update the Image Resizer UI to include AVIF as an output format option.
