Describe the bug

The Code App for cloud China (21V) can only go through the authentication process, while upon push, it prompted "operation not allowed in the environment", even with the Code App toggle enabled in the admin center (see screenshots).
Also, I suspect PAC doesn't fully supported cloud-China, the default routing always go to the global auth with .cn account not found - discard the window would also result in auth failure even with profile correctly connected.
Adding --cloud China after pac code push doesn't work - argument passed.
This is probably a systematic neglect from the PA & PAC development.
