Description

Run IDs are now unique within the workspace, and the API no longer needs an experiment in order to retrieve a run. This will simplify the code.

Identify all occurrences of 'recovery ID' in the codebase, particularly in the API layer and run management modules. Review the linked work item (AB#4536) for additional context. Replace references with the new RunID, and update any tests or documentation accordingly. Note that there is an assignee, so coordinate with them before starting work.
