Research direction

Start by locating the FlipRotate implementation and compare it with image operations that already have non-WIC paths for Linux and Windows Subsystem for Linux. Done means FlipRotate works through a library-native path without requiring WIC on those platforms, with the existing project checks passing.

Description

wsl

The bulk of the image operations that use WIC also have non-WIC paths which are supported for Linux & Windows Subsystem for Linux. The one function that currently always requires WIC is FlipRotate.

This could be implemented directly in the library as well.
