Description
For "C:\Program Files\Microsoft SQL Server Reporting Services\SSRS\ReportServer\bin\Microsoft.EnterpriseManagement.Reporting.Code.dll"
- check in file security (Read & Execute) for the LogOnAs for SSRS service? Most probably "NT SERVICE\SqlServerReportingServices"?
- check if blocked
Also check for AllowedResourceExtensionsForUpload if ssrs version is higher than as mentioned at https://learn.microsoft.com/en-us/system-center/scsm/prepare-deploy?view=sc-sm-2025&tabs=SMManagementServer%2COMAlertConnector#configure-the-reporting-server
