Research direction
Start with the linked Travis job, expanding its after_script, and locate the repository's Travis configuration. Compare the C++ case with the Protozero Python case, then verify that coverage output is produced and that a coverage failure affects the job status as intended.

Description
See for instance https://travis-ci.org/mapbox/variant/jobs/188957587 . You have to expand the "after_script" to see this. The job itself doesn't fail, though.
Protozero has the same problem with Python, but in that case the job fails.
