It appears that https://wiki.sei.cmu.edu/confluence is no longer a valid cite and links like https://wiki.sei.cmu.edu/confluence/display/c/ERR33-C.+Detect+and+handle+standard+library+errors in https://clang.llvm.org/extra/clang-tidy/checks/cert/err33-c.html point to nothing.

I think the new website is https://cmu-sei.github.io/secure-coding-standards/sei-cert-c-coding-standard/rules/error-handling-err/err33-c.

We should update broken links when possible
