Research direction
Start by inspecting the config/xed/accels file and the existing keyboard-shortcut handling in Xed. The issue provides no source file or test entry point; done means users can modify shortcuts and those changes persist and affect Xed's behavior.

Description
I would like to be able to change the keyboard shortcuts. I have tried modifying ~config/xed/accels, but Xed just changes the file back to the way it was and doesn't alter its behavior. That file appears to be for documentation only. It would be nice to be able to modify the shortcuts.
