Describe the bug
If Firefox is open, checking for updates will attempt to connect to firefox.settings.services.mozilla.com
If Firefox is closed, this connection does not occur.

Steps to reproduce
Steps to reproduce the behavior:

  1. Run Firefox, and open the Update Manager.
  2. Refresh to manually check for updates.
  3. Notice the unexpected connection through a third-party network monitor, such as OpenSnitch.

Expected behavior
This connection should not be made.
