Description

The goal is to standardize the copyright licence that appears at the top of repository files.

Additionally, the goal is to enable boilerplate licence enforcement using Github Actions.

Research direction
Inspect the current copyright headers in the repository, review the reference pull requests (kubeflow/trainer #3359 and #3665) for implementation patterns, and identify which files lack the standard boilerplate. Then plan the GitHub Actions workflow to enforce the license header automatically.
