Description

Currently, stopped VMs disappears from the dynamic inventory. Sometimes it's not the desired behavior. Provide an option to always include matching VMs regardless of their state.

Look at the current inventory plugin code to understand how VMs are filtered by state. Add a configuration option (e.g., `include stopped`) and modify the query to include stopped VMs when the option is set.
