I would like to only hide the extension related "puzzle piece" icon and not however the extensions themselves (as --hide-extensions-menu does)

Who's implementing?

Locate the existing patch for hiding extensions menu (likely in patches/ directory). Study the changes it makes to Chrome UI code (e.g., in src/chrome/browser/ui/views/extensions/). Modify the patch to only remove the puzzle piece icon while leaving the extensions menu functional. Test the patch builds and works as expected.
