If I'm not mistaken, the module wants to enable easy plugin UI creation for designers/developers. Designers especially may not know enough about web app creation to make use of the module.
An understandable tutorial, similar to this one but with a focus on JS, skpm and sketch-module-web-view, would help programming beginners to create Sketch plugins with web view UIs.
