調査方針
Review the discussion in PR #5299 and issue #5545 to understand the desired interface for SVD solvers. Investigate the existing scikit learn SVD implementations (e.g., TruncatedSVD, PCA) and identify a common abstraction. Propose a design that unifies the interface while allowing different backend solvers.
