説明

I just noticed that the .clang-format style config doesn't have any copyright information (originally reported by @jlowe). And our CI system doesn't detect such issue for files started by a dot (.).

Add a copyright comment block to the .clang format file in the repository root. Ensure the format follows the project's license (e.g., Apache 2.0). Also check if the CI system needs to be updated to scan dotfiles for copyright headers. Reference the existing license header pattern used in other source files.
