When one tries to generate Project report, the default quantity is set to zero. When one pushes "Create Report" button, empty project report (no rows) is generated. This is counterintuitive. Default quantity should be set to 1 and selected project report should be generated. with quantity of one. If this is not possible, project report with zero quantity of parts should be produced, not completely empty one.

How to reproduce

On demo instance select Project Reports ->Any projects -> Create Report. Generated report does not have any rows (if one does not set quantity to 1 or more).
