Steps to reproduce

In Internet Explorer, open the Blueprint docs for the popover (http://blueprintjs.com/docs/#core/components/popover) and click the "Popover target" button.

Actual behavior

There is a line between the main box of the popover and the attached arrow:

Expected behavior

There is no such line, as seen in Chrome:
