Details TBD, but in short it should be something like a command where you put time in one timezone and converts it to another (arg) one. Quick off-the-top-of-my-head example to refine:
!timeconv [time] [src_timzeone] dst_timezone
Examples:
!timeconv 10:00 cest et- converts from 10:00 CEST to ET!timeconv pt- converts current user's time from user's (NB: can we get user's timezone via Twitch API?) to PT
